However, the event aims to debate relevant key issues through an

Conference 2004 'Constructing World Order' - 9-11
September - The Hague

The venue for the 2004 Pan-European Conference
organised by the ECPR Standing Group
on International Relations will be The Hague/Amsterdam in the
Netherlands. The dates for the conference have been
set as 9-11 September 2004.
The theme for the Conference will be 'Constructing
World Order' - a theme we expect will
be enhanced by its location in the city of the International Criminal Court.
CALL FOR SECTION CHAIRS
The Steering Committee of the SGIR hereby issues a
Call for Section Chairs for the 2004
Pan-European Conference.
Those interested in being designated as a Section

for papers. Autumn issue of the European Political Economy Review
(EPER)
EPER is a reviewed online journal co-ordinated and managed
by members of the European
Political-economy Infrastructure Consortium (EPIC). EPIC is a
European network of junior and senior researchers in the
field of European Political Economy
created on the joint initiative of the London School of Economics and Political Science (LSE), the
Wissenschaftszentrum Berlin (WZB), the European University Institute (EUI) in
Florence and the Juan March Institute
in Madrid and supported by the European Commission.
EPER is run by advanced doctoral students from different
disciplinary, institutional and
national origins and backed by senior academic members of
the above mentioned institutions.

5. Call for
Papers: Special Issue on E-Government
In 2004, the International Journal of Public
Administration will publish a special
issue on e-government, to be edited by G. David Garson, North Carolina State University.
Article proposals and volunteers to be on the special
issue's Editorial Board.
In addition to relating to e-government in
the United States or other countries,
articles should seek to relate the particular e-government topic they address to literature in the
field and to future research. In the
words of the IJPA series mission, authors should "discuss in their manuscripts
(a) the intellectual foundations and history
of their field;
(b) where the field stands today regarding
major theories, ideas, and practices;
and/or
(c) where there field (ed: studies of e-governance) is heading in the
future."
Proposals should be received by May 1,
2003, at the latest. Some proposals have already been commissioned
and it is possible that the special
issue may close on proposals prior to this date.
Letters (preferably e-mail with the Subject: line
"Editorial Board") volunteering
to serve on the editorial board must be received by August 1, 2003, but membership on
the board is limited and may close prior to that date. Names of members of
the editorial board for this special
issue will, of course, appear in the journal.

Group of Public
Administration Annual Conference "Public Law and the Modernizing State" - 3-6
September 2003 - Oeiras (Portugal)
The relationship between public law and
State modernisation is so intense
that the practical perspectives to be examined in the Conference should throw new light on this
subject. Although public law is essentially conservative, as it is based on situations
from the past, it is also becoming the regulatory instrument of the State's
innovative and modernising measures that exemplify changes demanded by
society. Management reforms that have
characterised developments in public administration over the last two decades have raised a
set of key questions on the national agenda.
These questions include:
1) the professionalisation of a strong
nucleus of civil servants while simultaneously increasing the use of contracting in the
rest of the civil service;
2) the generalised use of
decentralisation at regional and sub-regional levels while at the same time transferring sovereignty
to supranational organisations;
3) the search for a balance between what
remains of the Weberian model and the need to adopt management-for-results
procedures;
4) the search for new forms of control
(control of results, cost accounting control, quasi-market control, social control) as a
countermeasure to increased autonomy given to public agencies;
5) the consideration of the citizen as a
client which determines his/her growing participation in the evaluation and
management structures of public policies;
6) the clarification of the relationship
between politics and administration which demands greater transparency from public
administrators as well as democratic accountability.
The need to provide answers to these
questions has given rise to significant changes in national legal systems at macro and
micro levels; it therefore seems opportune to attempt to discern the trends in the
modernising movement in light of current innovations that have been accelerated by
new technologies. In light of
previous reforms, is public law prepared to adapt to the modernising
State's demands? What will be the
consequences be for the public law system? Has it any specific contribution, for example through
a developed public law of contract or administrative procedure? Are the values
of public management and public law compatible? Can innovations be adapted to
a conservative legal system, without producing disastrous effects? To what
extent is the modernising State capable of
fostering creative links to public law? To what extent can public law
continue playing a protective role
towards the collective interest without becoming an obstacle to progress?
These questions are undoubtedly of
particular interest to both practitioners and academics who are interested and involved
in policy formulation and/or public management.

Association in co-operation with the Institute of International Relations and
Political Science, Vilnius University.
The idea of Central Europe as a
region may be altered significantly after the accession of Central European
countries to the EU and eventual membership of NATO. The CEPSA Annual Conference
2003 therefore is devoted to the question of what kind of impact these two
enlargements will have on the Central Europe as a regional group. Is it that we
still will be able to speak of Central Europe as a region, or is it that
divergence of interests of these countries will foster disintegration of the
region and emergence of new regional groups?
The participation in the
conference is not limited to the scientists from Central European countries
only. The researchers from Estonia, Latvia, Russia, Belarus and Ukraine, as well
as other countries are invited as well.
The main question of the conference
will be discussed in three thematic workshops:
1. Central Europe after EU enlargement
Outcomes of referendums and their impact for the
enlargement
What factors can influence the capacity of
the Central European countries to participate in the EU decision-making process
in an effective way?
What are the possible relations between new and old
EU member states after EU enlargement? What are the possible coalitions among
Central European countries in the
decision-making process?
How and to what extent the position of Central
European countries in the Convention can be co-ordinated?
2. Central Europe after NATO
enlargement
What geopolitical impact and impact on security the
two enlargement processes will have in Central Europe?
What changes will NATO enlargement bring to NATO
itself? To which extent does changing NATO match the interests of Central
European countries? How can new NATO member-states contribute to new functions
of NATO?
How will the accession of Central European
countries to the EU and NATO change their relations with the USA?
3. Intra- and inter- regional
co-operation
How will accession of Central European
countries to the EU and NATO change co-operation in the region? Will the
accession influence the incentives for closer co-operation?
How will accession of Central European countries to
the EU and NATO change their relations with the third countries, with potential
members of the EU and the neighbouring countries? How will accession of the
Baltic countries to the EU and NATO change their relations with
Russia?
Organisers call for proposals for papers for
the above mentioned workshops. The questions outlined are merely guidelines and
should not be considered as the only questions of discussions. Please send

Europe is changing. Demographic
trends include population ageing and fertility below reproduction rates. Illegal
and legal migration makes national headlines. Some population groups suffer
disproportional from bad health, economic inequality, unemployment or precarious
jobs. The enlargement of the EU and the broadening of political collaboration
bring European nation states closer together, at least in political terms. The
role and instruments of social policy are in some respects changing. Whilst
similar trends and problems may be detected across European societies, important
diversity persists as witnessed by different welfare regimes and a plethora of
social policy practices. This begs the question: Changing European Societies:

The Workshop for Young Researchers is aiming at

12th PhD Summer School on European Parties and Party Systems will

3. European Summerschool in Women's Studies
(NOISE) - September 8-19
- Antwerp.
In the
summer of 2003 the International Office Women's Studies at Utrecht
university and the Women's Studies
Centre at the University of Antwerp are organizing a two-week Summerschool in women's
studies. The summerschool will take place from September 8 - 19 in Antwerp
city centre.
The theme of the summerschool will be New European
Identities and Mediated Cultures:
Revisiting the Politics of Location.
Registration for this summerschool is open
until May 15th.
Applicants will be informed by June 15th if their
application is accepted.
The tuition fee for the course is 450 Euro.
Accomodation can be arranged through
the organisation of the school in Antwerp and will be cheap. Students from Belgium can participate at a
discounted price. Students enrolled
in partner universities of the NOISE summerschools can obtain a grant for tuition fees and
accomodation.
The school is open to students of all countries and
continents, but the focus of the
programme will be on European women's studies from a multicultural and interdisciplinary

Tasks: You contribute to the teaching at the
faculty and you are more particularly
involved in the development and the implementation of the curriculum of our European Studies Program
(started September 2002). This new
program is geared towards Europe, the various social and political issues associated with European
integration in particular. You are also expected to contribute to shaping the
program's research focus and to establishing and maintaining contacts with

Qualifications: You have a PhD in the
political or social sciences with a specialization in political culture. Your
publications show your interest in political cultures in Europe and what the

Scholars Fulbright Scholar Grants,
2004-2005.
The Fulbright Scholar Program is offering many
lecturing, research, and lecturing/research awards in Political
Science for the 2004-2005 academic
year.
Awards for
both faculty and professionals range from two months to an academic year.
While many awards specify project and host
institution, there are a 153 open
"All Disciplines" awards that allow candidates to propose their own
project
and determine their host institution affiliation.
Foreign language skills are needed in
some countries, but most Fulbright lecturing assignments are

5. Young Researcher
Prize.
The Journal of European Social Policy and the
Network for European Social Policy Analysis
( ESPAnet) are offering a
prize to the best paper by a young researcher presented at any of the ESPAnet
conferences, workshops or seminars in 2003. The papers will be judged by an
international panel of senior scholars in the field of European social
policy.
The prize-winning paper will be published in the
Journal of European Social Policy in 2004, and the winner will also receive 1
year's free subscription to the Journal.
Submitted papers should be 6-8000 words long, and
address any aspect of European social policy, including comparative and European
Union studies. Single country studies offering an innovative perspective beyond
the single country will also be accepted.
The submitted paper must have been presented
at one of the ESPAnet conferences, workshops or seminars in 2003.
The authors must, at the closing date, not yet have

4. Announcing the New On-line
Archive of European Integration.
The University Library System, University
of Pittsburgh, announces the Archive
of European Integration (AEI), now available to the public. The AEI seeks to become a major online
repository for non-commercial, non-governmental full text publications -
short monographs, working or policy
papers, conference papers, etc. - dealing with some aspect of European integration, whether they are
already on the Web or not.
The AEI co-sponsors are the European Union Studies
Association and the Center for West
European Studies/European Union Center, University of
Pittsburgh.
The AEI is part of an important movement in online
publishing often called the Eprint
movement. As such, it complies with the standards of the Open Archives Initiative (OAI), an
organization of institutions of
higher education, libraries, publishers, and others interested in increasing the availability of scholarly
communication. The OAI develops and
promotes standards to facilitate the efficient dissemination of content stored in widely dispersed
electronic repositories.
The AEI is partnering with the European Research
Papers Archive (ERPA) and the
European Integration online Papers (EIoP), and seeks to acquire
other
appropriate papers which do not reside on the ERPA.
Soon, a search engine will be
available for simultaneous access and searching of the AEI, the
ERPA, and (via ERPA) the EIoP. Together, the ERPA
and the AEI will constitute the most
comprehensive, accessible single interface to materials on European integration either
already freely available on the Internet or in some other format that can
be converted to be deposited on the
AEI.
Anyone can access and download materials on
the AEI. The search engine allows
searching by author, title, keyword, year, etc. Not only will all titles be free to all for reading and
downloading for personal use, the AEI
will serve as an archive for the permanent retention of articles submitted (of course, authors can have
titles removed upon request).
The AEI editors invite all individuals and
organizations with appropriate papers
to submit them to the AEI. The AEI editors will be happy to help any individual or organization seeking
assistance with the process of contributing materials to the AEI. If you
wish to deposit papers in a series,
you MUST contact the AEI editor before beginning deposit of papers, so the series entry can be
compiled.

Unit in the Commission's DG for Research. We need women evaluators for FP6
proposals!
As you are aware, the Commission’s
target for the participation of women in evaluation panels and committees is
40%. For the Fifth Framework Programme, the percentage of women in our expert
database was about 18%. We clearly need to increase this pool of women experts
if we are to move closer to our 40% target in FP6.
In order to register as an
evaluator, please go to the following web-site and enter your details. Please
be aware that even if you were registered as an expert for FP5, you still need
to re-register.
We are looking for:
Women scientists with expertise in all scientific
disciplines, in order to increase the number of women in all the evaluation
panels for the different thematic priorities.
Women scientists with expertise in all scientific
disciplines, who are sensitive to gender issues. As already announced, the
gender dimension is much more present in FP6 than in FP5 and has been integrated
into the different thematic priorities and at the various stages of the project
cycle. Networks of Excellence and Integrated Projects will be required to
present a gender equality action plan as part of their proposals. If this
corresponds to your profile and you wish to highlight your interest in gender
issues when registering as an evaluator, you can use one of the following
general keywords in addition to those relevant to your main areas of scientific
expertise:

2. Flash Info from the Women and Science Unit in
the Commission's DG for Research . Invitation to submit expressions of
interest in the field of Science and Society
Are you interested in helping to define areas of
activity for Women and Science in 2004, especially in providing new ideas for
benchmarking and monitoring work, as well as research activities on the women
and science issue itself (as described in part 4.3.5.2.(a) of the 2003 work
programme)?
If yes, we would encourage you
to take a look at the recently published call for expressions of interest (EOIs)
on Science and Society issues. The aim of the call is to help the Commission
identify directions for activities for 2004, which correspond to the concerns of
interested bodies across Europe.
EOIs can be submitted in any for the
areas outlined in the Science and Society section of the Specific Programme
‘Structuring the European Research Area’.
The deadline for submitting an EOI is 17h00
(Brussels local time) on 2 June 2003.
