The Georgia Political
Science Association will assemble for its 2003 Conference at the Mulberry Inn in
historic Savannah, Georgia, on January 30-February 1, 2003. Following a 2002
gathering that drew 170 participants from 16 nations, the GPSA foresees an
outstanding 2003 conference. The resort area of Hilton Head Island, South
Carolina, is only a few minutes from Savannah.

4. The European Union Studies
Association (EUSA) Eighth Biennial International Conference (March 27-29, 2003
Nashville, Tennessee)
The European Union Studies Association invites
scholars and practitioners engaged in the study of Europe and the European Union
to submit panel and paper proposals for its 2003 Eighth Biennial International
Conference. The Program Committee plans to promote the broadest possible
exchange of theoretical approaches, disciplinary perspectives and research
agendas. The Committee actively seeks proposals that analyze the EU in
comparative perspective, explore the relationship between EU and national
politics/policy, or assess the role played by the EU in global politics. The
Committee welcomes proposals in anthropology, business, economics, government,
law, modern history, politics, sociology, and other fields that investigate
aspects of European integration. Participation by graduate students and
non-traditional scholars is welcomed. Please note the following:
- Both paper
and panel proposals are welcome, particularly those that foster transatlantic
dialogue.
- The Program Committee reserves the right to make changes in
panels, including their composition.
- All those appearing on the conference
program must be current EUSA members.
- Participants are limited to two
appearances on the conference program (two papers or one paper and one
discussant role; chair roles do not count toward the appearance limit).

EUSA cannot honor individual scheduling requests; by submitting a proposal you
agree to be available from 8:30 a.m. on Thursday, March 27th through 6:00 p.m.
on Saturday, March 29th.

There will be a poster session option
available for those (1) whose work is not yet ready for a formal paper, (2)
whose paper or panel proposal is received after the proposal deadline, and/or
(3)
whose paper proposal could not be coherently accommodated on an
available panel.
All proposals must be accompanied by the appropriate cover
sheet, mailed to current EUSA members with the Spring EUSA Review and posted as
printable PDF files on the EUSA Web site at http://www.eustudies.org/conf2003.html, and the

JOB VACANCIES
1. Two
positions at the The Wissenschaftszentrum Berlin für Sozialforschung
(Berlin
Social Science Research Centre, WZB)
In the academic year 20022003 two
positions of Director are to be filled for two research units within the future
WZB research area of Civil Society, Conflicts, and Democracy (tentative title).
Each of these directorships is intended as a joint appointment (S-Professur, C4)
with a social science department at one of the three Berlin universities with
which the WZB has formal cooperation agreements.
In exploration of the
challenges posed by continued transnationalization and the impacts of the
revolution in communication, this research area focuses on issues and
developmental perspectives of democracy, nonmarket and nongovernmental social
self-organization, and new kinds of conflicts in the interaction between
domestic and foreign policy.
The research area includes an existing research
unit, “Civil Society and Transnational Networks” (directed by Professor Wolfgang
van den Daele) and two smaller working groups“Political Communication and
Mobilization” and “Civil Society: Historical and Comparative Perspectives”. The
working groups will further develop their topics and complementary lines of
research in coordinated research programs within the new research area to be
formed.
The conceivable scope of the two new research units for which
directors are being sought may be described as follows:
“Democracy:
Structures, Performance, and Challenges”
Structures, processes, problems,
and possible development of democracy. Rule, opposition, elections,
interest groups, and parties in flux. Theoretical issues of democracy and
its reform. Efficiency and effectiveness of political actors and
institutions. Legitimation of political rule. Changes in the
responsibilities and functioning of national and supranational policy-making
communities in their interaction, especially in Europe. Federalism and
regionalization.
“Intercultural Conflicts, Violence, and Human Rights”
Violence and the control of violence as key problems of international and
domestic social relations. Cultural differences and their societal
construction in the definition and resolution of economic, societal, and
political problems in light of migration, immigration, and continuing
transnationalization. Examination of empirical and theoretical aspects
from historical and other perspectives. Intercultural differences and
claims for universalization. Human rights and the experience of
violence. Changing in forms of war.
This overview suggests the ranges
within which the new research units will define their research profiles.
The WZB invites applications from established social scientists, particularly
from scholars in the fields of political science and sociology. Their
concepts for a long-term research program will also be considered in terms of
possible links with other research activities of the WZB. The specific
work program of each research unit shall be developed by its director on this
basis as the reorganization of research proceeds.

qualifications for appointment as a university professor (§100 of the Berlin
Higher Education Act, the Berliner Hochschulgesetz).Committed to

Studentships at the Queen’s University in Belfast
The Institute of
European Studies at The Queen's University of Belfast invites applications from
candidates wishing to commence doctoral studies in the 2002/2003 academic year.
The Institute is a Jean Monnet Centre of Excellence and was recently awarded a
grade of 5A in the UK Research Assessment Exercise. Supervision is available in
a wide range of areas, covering both the study of the European Union and
European Studies more broadly defined. Full staff details, including areas of

It is expected
that the Institute will be able to offer approximately three full studentships
in the coming year, covering full fees and maintenance (subject to satisfactory
progress) for the three-year course of study. Scholarships are awarded on a

ECSA Europe, the Review, focused on economic, legal, political and historical

MISCELLANEOUS
1. "EU
Public Opinion and Participation", a new Interest Section within the
EUSA
The EUSA Executive Committee has approved the establishment of the
sixth EUSA Interest Section: "EU Public Opinion and Participation," organized by
EUSA member Mark Franklin (Trinity College), focusing on the role played by
public opinion and political participation and in the effects of EU membership
and policies on public opinion and participation.
The Section will hold its
first meeting at the EUSA 8th Biennial International Conference in Nashville,
Tennessee, March 27-29, 2003.
