1. CEPSA conference in Budapest in April 2004.
The topic of the Conference is "National Parliaments in the EU".
Conference will be held between 22 and 24 (25) April. Participants are supposed to arrive Thursday morning and leave Saturday evening or Sunday morning. The conference starts Thursday at 2:00 p.m. in the Hungarian Parliament and the Speaker opens it, followed by a reception. There are 3 sessions in the nearby Danube Palace, Friday morning, Friday afternoon and Saturday morning, closing with a reception Friday or Saturday evening.
The deadline for application is 15 March.
As a confirmation all participants have to send a 2-3 page abstract. For the participants from the CEPSA member states CEPSA will cover the hotel costs and meals, the travel costs have to be covered by the participants themselves.
A special workshop will be organised for the graduate students and CEPSA will cover their costs, most probably we can contribute to their travel costs as well, in some cases, completely. The organizer is József Mocsári (jozsef.mocsari@bkae.hu).
Other extensions of the conference are also possible, e.g. if the ECPR supports a special meeting, etc.

2. 1st Global Conference: Evil, Law and the State - Mansfield College, Oxford, United Kingdom - Wednesday 14th to Saturday 17th July 2004.
This inter-disciplinary and multi-disciplinary conference seeks to explore issues surrounding evil and law, with a focus on state power and violence. Perspectives are sought from those engaged in any field that touches on the study of law and legal culture: anthropology, criminology, cultural studies, government/politics, history, legal studies, literature, philosophy, psychology, religion/theology, and sociology, as well as those working in civil rights, human rights, prison services, politics and government (including NGOs), psychiatry, health care, and other areas.
Papers, reports,
work-in-progress and workshops are invited on issues related to any of the
following themes:
* when and why is law evil or a source of evil?
* state
violence and coercion
* justifications for punishment, including capital
punishment
* whether and under what circumstances the adversary or
inquisitorial models of legal process generate, tolerate, or allow evil
outcomes
* issues of distributive justice in law, including distributing the
costs of legal error
* the intersection of law with issues of choice,
responsibility, and diminished responsibility
* state responsibility for
terrorism, war, intervention, ethnic cleansing, and other problems of
international law and international relations.
Papers will be considered on any related theme. 300 word abstracts should be submitted to both the Organising Chairs; abstracts may be in Word, WordPerfect, PDF or RTF formats, and must arrive no later than Friday 19th March 2004. If an abstract is accepted for the conference, a full draft paper should be submitted by Friday 28th May 2004.

The conference will likely consist of roughly 30-35 people grouped primarily in consecutive panels so that each person may hear and respond to each paper. Non-presenters are welcome to attend and participate as well.
Selected papers accepted for and presented at this conference will be published, as revised, in a themed volume. In addition, all papers accepted for and presented at the conference will appear in an ISBN eBook.
Evil, Law, and the State is part of a larger series of ongoing conferences, run under the general banner 'At the Interface'. This series aims to bring together people from different areas and interests to share ideas and explore various discussions which are innovative and exciting.

4. Second ESPAnet Annual Conference ‘European Social Policy: Meeting the Needs of a New Europe’ - University of Oxford - 9th – 11th September 2004.
The second annual ESPAnet conference will take place at the University of Oxford on the 9th – 11th September 2004. The annual ESPAnet conferences seek to encourage exchange between scholars engaged in innovative research in the field of comparative European social policy.
In the context of the current wave of enlargement and the search for a new constitutional framework, the European Union is simultaneously becoming more internally differentiated and politically integrated than ever before. Its member states differ more than ever in terms of the size and orientation of their social effort. At the same time, European states are both increasingly interdependent and confronted with some important common challenges, such as population ageing, an ever more competitive international economic environment and rising inequality. The conference is focused on the fundamental questions that are posed by this context. How well adapted are different policies and policy-making frameworks at the sub-national and national levels to reconciling solidarity and competitiveness, to balancing security and adaptability? What instruments are needed at the supra-national level to promote and diffuse ‘best practice’ in European social policy, or, indeed, a ‘social Europe’? In other words, how can social policy in Europe best meet the needs of a new Europe?
The conference will open
with a plenary session, and close with a plenary round-table on the interface

The body of the conference will be organised into thematic streams, details of which can be found at the conference website (address below). Papers accepted within these streams will be posted on the conference website around one month before the conference date, allowing them to be read in advance by participants. Each accepted paper will be allocated a 30-minute slot in the conference, for brief presentation and more substantial discussion.
ESPAnet conferences welcome papers from all disciplines relevant to the study of social policy and welfare states. While quality is the primary criterion for selection, comparative papers will be given preference when choices must be made amongst papers of equal quality. Special efforts will be made to promote the participation of young researchers.
On this basis, the
organising committee and stream convenors invite abstracts of up to 250 words
before Friday 2nd April 2004. Abstracts should be sent using
the online submission tool at the conference website.

5. Interest groups in the 21st century in France and Europe An inter-disciplinary perspective - Institut d'Etudes Politiques de Paris - 24 & 25 September 2004.
This conference seeks to provide a general perspective on the role of interest groups as political actors in the age of globalisation and European integration. Interest groups are still often considered as contrary to the general interest. However, the mushrooming of their number in the European Union, but also in France calls for a in-depth analysis. We want to concentrate in particular on the evolution of interest groups: their organisational structure, their resources and capacities. In order to remedy the great fragmentation of scientific contributions to this topic, this conference aims at bringing together researchers from various fields (management sciences, political science, economics, sociology, law or other disciplines). We hope that this encounter may yield fruitful confrontations of diverging theoretical perspectives, but also different empirical data, allowing for a high-level exchange.
We encourage proposals in the following three areas:
* France: towards the «
normalisation » of interest groups?
The number of publications on French
interest groups as such remains very low, as compared to neighbouring countries.
However, the growth of the number of interest groups and the transformation of
state-group relationships is forcing researchers to increasingly rediscover
interest groups, in particular through studies on “organised civil society”,
there has been a steady increase of organised interests of all kinds. This
conference attempts to deepen existing research agendas and confront studies on
“civil society” with those on “interest groups”. We therefore encourage
proposals with a comparative dimension, including other EU member states or the
US.
We adopt a deliberately large definition of interest groups, based on
the objectives of interest group action – influencing political decisions on a
given subject – rather than on organisational characteristics. From that point
of view, very different actors may at some point use lobbying techniques:
individual firms, professional organisations, political associations, NGO’s or
even public administrations.
* Interest groups and the
European Union
The objective here is to explore two main areas of research.
On the one hand, papers are expected to study the contribution of interest
groups to European governance. A central topic here should be the question of if
and how interest groups may contribute to the democratisation of the European
polity, both through participation and expertise. This may build on the
legitimacy of associative actors and their particular legitimacy and knowledge.
This would allow understanding the potential of this type of representation and
its capacity to diminish, at least partially, the democratic deficit. On the
other hand, we encourage contributions on the impact of European integration on
national systems of interest intermediation. Confronted with European
integration, national interest groups face pressure to adapt, as well as
changing conditions at the national level.
* Interest groups in the age
of globalisation
This last topic is to study the joint impact and the logic
of two rather antagonistic developments. First, economic interest groups, facing
transnational political arenas, join and organise more and more frequently at a
global level. Research needs to address the preconditions of global collective
action - the incentives, the obstacles – and elaborate new explanatory models.
Second, the phenomenon of anti-globalisation movements calls fore a similar
effort of explanation. We encourage proposals trying to put both topics in
perspective and to show the differences, as well as the similarities.

Paper-givers will pay their
travel and accommodation expenses. Travel and accommodation arrangements are
made by participants. The organisers will provide a list of hotels in June.
There is no conference fee.
Paper-givers must commit to submitting their
papers by 1 September 2004, so that organisers can distribute them to panel
discussants and attendees before the Conference day. Papers-givers will have
only a relatively short presentation time on the Conference day and priority
will then be given to panel discussion.

1. Symposium: Democracy: Contested Futures - Oxford Brookes University - March 23, 2004, 10am-5pm.
Organised by the Centre for Democracy Studies and the Department of Politics and International Relations.
The symposium brings together speakers whose work is in the forefront of current debates about the changing character of democracy in the new millennium. The symposium will be of interest to academics researching in the field, research students, taught postgraduates and undergraduates. 2. Britain Between Two Continents: The UK, the EU and the US - London - 26-27 March 2004.
The British alignment with the US over Iraq reflected a long-term policy preference, but the extent of the gulf between the US and the other major states made this stance far more problematic than in the past both domestically and internationally. This conference will explore these trends through analyses of the dynamics in the US, the EU and the UK.

3.The European Union Neighbourhood Policy, 1st study seminar - Catania, Department of Political Studies - March 29 - April 3, 2004.
The Project aims at creating a network of political, economic and social scientists to study and research the European Union's relations with the countries that do not currently have a perspective of membership but share a border with the Union. These countries are Russia, Ukraine, Moldova Belarus, and the Southern Mediterranean countries (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestinian Authority, Syria and Tunisia). Senior and young scientists of European and neighbouring countries universities will make the group.
Two study seminars are foreseen to set the research group.The first step will consist in an intensive one-week seminar aiming to foster knowledge on the ‘Neighbourhood Policy of the European Union’ and to provide academic support to invited young researchers starting individual research. The second step will consist in a one-week seminar to be held three months after the first seminar. Namely, in the second seminar researchers will be asked to discuss their research paper with local academic staff and external experts. The first seminar will be held during the week March 29 to April 3. The second during the week 5-9 July.

5. Scotland in the New Europe: What Should EU Enlargement Mean for Scotland? - Paisley - 22-23 April 2004.
This UACES (University Association for Contemporary European Studies) sponsored unique international conference brings together in one place, ten personalities and commentators from each of the ten EU new member states who will interact with leading Scottish politicians, journalists, academics and business chiefs in exploring what this enlargement means for Scotland's future in the 'New Europe' and perhaps also for its future in the UK.

6. University Association for Contemporary European Studies (UACES) Student Forum - Cambridge University and Glasgow Caledonian University - 8th of May 2004.
The Student Forum of the University Association for Contemporary European Studies (UACES) brings together research students from all over Europe involved in researching different aspects of Europe. Researchers from all social science disciplines are represented in the organisation. The aim of the Student Forum is to facilitate dialogue and the exchange of information between PhD students specialising in contemporary European studies across universities. To promote a Europe-wide network for research students, we organise conferences, workshops and study groups and manage a database and a mailing list.
Regional Conferences:
For
the fifth year, the UACES Student Forum is organising two regional conferences.
This year the conferences take place on the 8th of May 2004 at Cambridge
University and Glasgow Caledonian University. These conferences aim to provide a
friendly and accessible environment in which research students can gain
experience of attending conferences, have the opportunity to present papers to
their peers, and develop contacts with other researchers specialising in

The Student Forum has its own mailing list, Euroresearch, where
news about conferences, workshops and other activities are regularly posted. On
our website, we have set up a Research Database, which aims to facilitate
contacts between graduate researchers in European Studies. It allows you to find
out details of other researchers working in your field. While this may be of use
for simply informal contacts, the UACES Student Forum is also able to help with
the organisation and funding of Specialist Study Groups, designed to facilitate
the creation and consolidation of a network of research students specialising in
a specific area.

1. New York Consortium for European Studies Visiting Professor - Fall 2004.
The New York Consortium for European Studies (New York University, Columbia University, New School University) seeks an established European scholar currently teaching in Europe with a minimum of five years teaching experience and specializing in one or more of the following fields: European constitutionalism, justice, and law; comparative politics of Western Europe; international relations of Western Europe; European public policy; modern European history; social movements; religion in Europe, to be the Consortium Visiting Professor during the Fall 2004 semester (September 1-December 31). We are particularly interested in scholars who are specialists on the European Union.
The consortium professor will teach two graduate-level courses, one at NYU and one at Columbia, participate in Consortium conferences and workshops, meet with students, and contribute to other activities of the New York Consortium for European Studies. The stipend for this position is $25,000.

2. Junior Position in Political Science at the Department of Political Science at the Central European University - Budapest.

5. Track position in international relations for the academic year 2004-2005 at the BMW Center for German and European Studies - Georgetown University - USA.
The BMW Center for German and European Studies, Edmund A. Walsh School of Foreign Service at Georgetown University, is seeking to fill a one-year, non-tenure track position in international relations for the academic year 2004-2005, with the appointment beginning in Fall 2004.
The BMW Center is looking for candidates who combine research and teaching experience in IR theory, security, and foreign policy, with substantive expertise in Europe and transatlantic relations. He/she will teach a total of four courses during the academic year, one of which will be the core course on international relations in Europe for the Master of Arts in German and European Studies Program.

Le Centre d’Etudes et de Recherches Internationales (CERI) recrute à compter du 1er janvier 2005 un(e) chargé(e) de recherche de 2ème classe.
Le poste est ouvert aux titulaires d’un doctorat dans une discipline de sciences sociales intéressant le CERI. La thèse de doctorat doit être achevée au moment du dépôt de dossier de candidature et soutenue au moment de la réunion du jury de pré-sélection qui se tiendra le 10 mai 2004.
Le salaire de recrutement est de 2392,81 euros bruts. Il est attendu des candidats étrangers qu’ils maîtrisent parfaitement le français.
A qualité de candidature

Les candidats devront faire la preuve d’une solide formation en sciences sociales et d’une capacité à mener des recherches comparatives.

Duties in the Department of Economics of MNB
Hungary’s central bank, the Magyar Nemzeti Bank (www.mnb.hu), which will be the member of the European System of Central Banks (ESCB) from this May, has openings in its Research Division for highly qualified economists interested in conducting research in the fields of macroeconomics, finance, international economics and applied econometrics.

CEU promotes a comparative, interdisciplinary scholarly approach that integrates the Central and Eastern European region and the former Soviet Union into a wider, global perspective. CEU faculty members are encouraged to engage in high-level research and the university supports such research through appropriate institutional mechanisms. Paying systematic attention to the policy implications of the research conducted at CEU is also encouraged.
Candidates must hold a Ph.D. or equivalent degree in economics or finance and have an outstanding scholarly record, teaching experience and high level practical expertise in Public Policy and Economic Policy. Duties will include teaching in these disciplines in at least two CEU programs: Master of Public Policy and Master of Arts in Economics. In addition, the successful candidate will be required to play a major role in organizing the activities of the Center for Policy Studies. The initial appointment is for 4 years and is renewable. The teaching load is 12 course-credits (1 credit equals 12 classroom hours) per year plus 4 credits for thesis supervision. The Robert Schuman Centre for Advanced Studies at the European University Institute in Florence, Italy, invites applications for a Transatlantic Programme Research Fellow for 2004-2005 (1 September 2004 - 30 June 2005, inclusive). The Delegation of the European Commission in Washington has issued a Call for Proposals (cfp) for 'EU and EU-US Policy Research, Academic Outreach, and Local Networks'. Lot 1 - Reflection and
Debate about EU-US Relations
Proposed activities should engage EU and US
policymakers, research analysts, and media in considering the expanding number

Lot 2 - Academic Outreach
Promoting Public Knowledge and Greater Understanding of the European
Union
Proposed activities should raise awareness of the transformation of the

bilateral, regional and international issues addressed by the transatlantic

Thematics: Historically, the process of European unification has been supported and furthered in large measures by the USA since the 1950s and Germany, in particular, has been a beneficiary in this process. The US-American support of European unification and its process allowed for and often aided the transformation of long-established historical reservations into new and working partnerships between cultures and countries within Europe and between Europe and the USA. About Iraq, the USA on the one hand and France and Germany on the other hand demonstrated differences in opinion and action. The question is whether and in what measure Europe would need US-American support and involvement in its process of unification, including such within the context of international and global affairs.
Papers selected represent multi- and inter-disciplinary analysis and discussion of transatlantic cooperation and partnership between countries and cultures of the European Union and the USA. The length of a paper is 5000 words, in the MLA: Modern Language Association of America format with parenthetical sources and a works cited (but no footnotes or end notes).

pacifistes eurent le culot de s'attaquer à des régimes que l'on considérait
comme immuables, dans des sociétés que l'on croyait totalement apathiques et
démobilisées. D'où venaient-ils ? Quels étaient leurs idéaux ? Comment, malgré
l'extraordinaire triomphe de la liberté et des valeurs démocratiques, des
individus totalement inexpérimentés sont-ils parvenus à surmonter le passif
laissé par 40 années de communisme? Les communistes ont-ils réellement accepté
de quitter le pouvoir ? Autant de questions auxquelles cet ouvrage tente de
répondre.
Le choix de se concentrer sur les élites politiques locales, ces
"pionniers de la démocratie", relève d'une volonté de retour aux fondements des
nouveaux régimes érigés dans les pays est-européens, avec tous les espoirs,
peurs et fragilités inhérents aux débuts, afin de redonner leur sens et leur
dimension véritables à des processus qui aujourd'hui paraissent parfois (trop)
évidents aux citoyens des deux parties de l'Europe.
Au-delà de la description
de l'aventure humaine très personnelle qu'à pu revêtir la construction
démocratique, ce travail s 'inscrit dans une réflexion plus globale sur l'avenir
de l'Europe et sur les conditions de réussite des entreprises de
démocratisation.
Docteur de l'institut d'études politiques de Paris, Catherine Perron travaille sur la sortie du communisme en Europe centrale et dans les Balkans. Elle est en post-doctorat au CNRS, rattachée au CERI (Centre d'études et de recherches internationales).

Abstract (English):
Significant and unexpected
political change has occurred over the last years in the Baltic Sea region: a
highly securitized area, since the end of World War II, shifted towards
desecuritization. This is all the more surprising since the disputes surrounding
the post-cold war environment were numerous: from disagreement over the retreat
of the Red Army and the abandonment of its bases, over the status of the Slavic
population in Estonia and Latvia, and, in recent times, over NATO enlargement
and the CFE-Treaty. Kaliningrad and it’s status – as a Troyan Horse, as a
European Slum at the Baltics, the settlement of nukes and visa constituted a
case a part within.
A new consensus between Russia and the West emerged at
the end of 2001. The immediate consequence was a change in the relationship
between the heir of the Soviet Empire and its former western
dependencies.
This report addresses the current state of security and its
perspectives in the Baltic Sea Region, more specifically the three Baltic States
Estonia, Latvia and Lithuania, and Kaliningrad..
It is laid out as follows:
(II) Assesses the region, in terms of definition and pre-1991 legacies
(III) , the main section of the report, is devoted to security in the
Baltics at large: Concepts and a screening of the three-phase strategic
evolution in the 1990s introduce to the current problems (A). The chapter
carries on with two sections of studies –transversal, on hard and soft security
issues, and on regional ones, on the specific perceptions, missions and policies
of the Baltic states and Kaliningrad. On the two determinant powers in the
region - the US and Russia- as well as the three regional contexts –Baltic,
Northern/Baltic, Central/East-European..
(IV) presents the thesis and
provides an outlook on future developments, the most important question being
whether and how the regional security may be under challenge in the
future.

Ce livre vise finalement à susciter un débat global sur la pédagogie à l’université.
Stéphane La Branche est chercheur associé au CERAT, à l’Institut d’Etudes politiques de Grenoble. Il a auparavant développé un programme pédagogique pour l’enseignement de l’anglais pour le ministère de l’éducation du Japon.
Lawrence Olivier est professeur à l’Université du Québec à Montréal, Canada, où il enseigne les méthodes et la philosophie politique.
